It prescribes and explains procedures and standards of the Sixteenth Air Force (16 AF) Print Plant facility under the provisions of Department of Defense Instruction (DoDI) 5330.03, Defense Logistics Agency (DLA) Document Services. The 16 AF/A6X (Print Plant) ensures the intelligence printing, binding, publishing, production, and reproduction of all printed material. The production and replication of compact disk (CD), digital video disk (DVD), document archiving, microfilm, and microfilm/fiche conversion is accomplished effectively and efficiently, in a manner conducive to national security and consistent with the authorities and duties of all governing directives, instructions, and regulations. This publication primarily applies to 16 AF units and tenant organizations with intelligence and cyber missions located on Joint Base San Antonio-Lackland Texas, Port San Antonio, and National Security Agency/Central Security Service, Texas. This publication also applies to 16 AF geographically separated agencies, organizations and units, to include civilian intelligence counterparts, who are authorized service. The combatant commander delegates TACON for FP responsibility to component service commanders through country specific MOA. The matrices attached to the MOAs outline service responsibility for FP for all noncombatant commander elements in the country. Force protection does not skip echelons. COMUSAFE broadly delegates FP responsibility to numbered air force (NAF) commanders. NAF commanders assign specific responsibilities for force protection of Department of Defense (DoD) personnel and assets to installation commanders to assess and mitigate risk to missions assigned to USAFE. 1.2. TACON for FP enables commanders to order implementation of force protection measures and to exercise authority over all security programs governed by DoD/Department of State Universal Memorandum of Understanding, Agreement (MOU/MOA) and respective Combatant Commander-Chief of Mission (COM) MOAs. It also authorizes commanders to change, modify, prescribe and enforce force protection measures for all DoD elements and personnel under the combatant commander for force protection. TACON for force protection includes the authority to inspect, assess security requirements, to direct DoD activities to identify the resources required to correct deficiencies, and submit budget requests to parent organizations to fund identified corrections.

It should guide effective organization and employment of special operations across the competition continuum. As we continuously improve our airpower capabilities, our ability to revolutionize special operations and incorporate new concepts and technologies will shape future special operations doctrine. This AFDP captures the fundamental principles by which Air Force special operations forces (AFSOF) guide their actions to support national objectives. It articulates AFSOF warfighting principles, lessons learned, and best practices for conducting Air Force special operations in a wide variety of scenarios in a complex global security environment. Future special operations in a contested environment against a peer adversary require its air component to be more adaptive, resilient, and agile in its deployment and employment plans and leadership philosophies. This AFDP has three primary objectives. First, it describes Air Force guidance on the proper use of AFSOF in military operations; second, it discusses AFSOF’s role in planning and executing special operations; and third, it explains AFSOF’s unique command relationships. Special operations are rarely conducted as a single Service operation; therefore, special operations planning should consider joint support and coordination.

In accordance with the authority in Section 1202 of the National Defense Authorization Act for Fiscal Year (FY) 2018 (Public Law 115-91) (hereafter referred to as “Section 1202 Authority”), this DTM: • Establishes policy guidance for the execution of, and regarding constraints within, activities under Section 1202 authority; the processes through which activities under the Section 1202 authority are to be developed, validated, and coordinated, as appropriate, with relevant entities of the U.S. Government; and the processes through which legal reviews and determinations are made to comply with the Section 1202 authority and ensure that the exercise of such authority is consistent with the national security of the United States. • Is effective August 3, 2018; it will be converted to a new DoD instruction. This DTM will expire effective August 3, 2022.
